Along with his real estate work, Joe has prosecuted violations of the Telecommunications Act 47 U.S. Code § 332 in federal court and is experienced in regulatory matters and dispute resolution that led to the successful deployment of wireless networks and infrastructure.
In addition to his commercial real estate practice, he advises wireless providers on legislative and FCC Orders on broadband deployment issues, including right-of-way access, fees, aesthetics, and wireless siting standards.
Before joining Gallagher & Kennedy, Joe worked in Pittsburgh-area law firms handling commercial real estate and civil litigation disputes. He also served as outside legal counsel for national telecommunications providers, working through all phases of development, from pre-acquisition to project completion, and advising on negotiation and drafting of agreements between developers and land owners, risk management, license agreements, and enforcement.
During law school, Joe served as a judicial law clerk for Judge Michael F. Marmo of the Allegheny County Court of Common Pleas, in Pittsburgh, Pennsylvania. He was also elected Vice President of the Student Bar Association, received the Leadership Award for his graduating class, served as Chairperson of the Student Services Committee, and served on the Moot Court Executive Team.
