Rodney Q. Jarvis

A dedicated land use attorney, Rod represents residential, commercial, and industrial developers throughout Arizona in all aspects of planning and zoning for their projects, including approvals for zoning changes, subdivision and platting approvals, variances, building and use permits, and design review.

His work with residential developers includes single-family home builders, master-planned community projects, mobile home park owners/operators, and other entities in connection with their real estate interests. For commercial and industrial projects, Rod helps developers of offices, hotels, convenience stores, highway truck stops, large retailers, small businesses, mini-storage, thermonuclear plant generators, natural gas-fired generators, and electromagnetic generators.

Active in the industry and trade community, Rod has served as zoning enforcement officer for Maricopa County and is a former member City of Phoenix’s Camelback East Village Planning Committee, Maricopa County Parks & Recreation Commission.  He is a current member of the Mesa Transportation Advisory Board and Phoenix East Valley Partnership.

Representative Cases

  • Obtained multiple R-O rezonings for Phoenix-area projects including the 44th Street Corridor and EV Hotel Downtown.
  • Spearheaded Zoning Ordinance Amendment for Group Recovery Homes, Single-Family Subdivisions, Master Planned Communities, and Boat/RV Mini-Storage Projects throughout Maricopa County.
  • Obtained site plan approvals and negotiated development agreements for a large office/retail/hotel complex in downtown Phoenix.
  • Represented professional baseball team in obtaining a Phoenix Zoning ordinance text amendment accommodating parking for the stadium and to revitalize the downtown Phoenix warehouse district.
  • Obtained zoning and subdivision approvals for single-family and multi-family residential developments in Maricopa County, including rezoning for a large 1,000-acre active adult community and master-plan zoning for community developments of over 1,000 acres.
  • Represented the largest mobile home park owner/operator in the U.S. in obtaining land zoning approval.
  • Obtained zoning approvals and related permits for resort hotels in Phoenix, Scottsdale, Paradise Valley, Maricopa County, and Yavapai County.
  • Represented the largest nuclear power plant in the U.S. in obtaining zoning approval.
  • Obtained zoning approval for a 2100 Megawatt generating station in Maricopa County.
  • Drafted and obtained approval for a rezoning and development agreement for a large master-planned community in the City of Surprise.
  • Obtained zoning approvals for a wide variety of commercial retail throughout Maricopa County and the state of Arizona, including auto dealerships in Phoenix.
  • Represented a big box retailer to obtain zoning for location on I-10 Freeway in the City of Tolleson.
  • Obtained approvals for various office/retail projects in Mesa, including developers of Main Street, a downtown apartment project, and 115-bed recovery center.
  • Handled zoning and permitting for developers of the Price Road Corridor and Chandler Airport Industrial Projects.
  • Represented developers of large truck stop/fueling and retail centers, an addiction recovery center, single-family subdivisions, resorts and hotels, and a manufactured home resort community in Pinal, Mohave, Yavapai, and Coconino Counties.
  • Obtained land use and/or zoning permits for two wedding venues located in the unincorporated Maricopa County city of Apache Junction and in the town of Gilbert.
  • Obtained residential zoning permits for a multi-family townhome project in Chandler.
  • Represented a Valley sand and rock sales business in obtaining zoning permits for operation in the unincorporated Maricopa County town of Queen Creek.
